RECENT IMPROVEMENTS
The Community Improvement Program contributes to the safety and aesthetic
maintenance of public and private properties through requiring compliance with
City codes regarding illegal signs, land use/zoning, inoperable vehicles,
graffiti, public nuisances, and other hazards/violations that left unchecked,
would harm citizens' health, welfare and safety. This program is carried out
through field investigations, notification, citation issuance, public education
and coordination with other agencies.
The primary activity of the Community Improvement program is enforcement of City Codes and Ordinances in response to public requests, field observation and as directed by City officials. The enforcement activity involves field inspections, responding to public inquiries in person, by telephone or writing, documentation of facts, review and research City files and archives, record keeping, issuance of citations, preparation of written communication to City Council, City Attorney and other City Officials. The Community Improvement Program is responsible for enforcement of the City's Zoning Ordinance, Business License Inspections, Home Occupation Inspections and various other codes or sections thereof.
The Community Improvement Program also reviews and oversees certain safety contracts. The check for compliance of terms of each contract. Another area of involvement for the Community Improvement Program involves the verification that specific conditions imposed on projects by the city, such as use permits, variance and signage, have been satisfied prior to occupancy.

HOUSING |
The Stanton Redevelopment Agency was formed in July, 1979, and expanded in 2000. The Agency operates as a separate legal entity from the City of Stanton with the budget and annual work program established by the City Council acting as the Agency Board of Directors. The Agency maintains four separate funds. One of which is the Low and Moderate Housing Fund. This fund contains monies which are required by redevelopment law to be "set aside" for use in preserving and expanding the city’s affordable housing stock. The primary objective of the city’s Housing Program is to preserve and increase the city’s supply of low and moderate income housing units. The Low and Moderate Housing Program supports the upgrading and expansion of affordable housing stock in the city through the use of grants, loans and other assistance to individual homeowners, private developers and other public entities.
As has been the case with previous recent budgets, housing matters will dominate the focus of the Redevelopment Agency. This focus will include a comprehensive restructuring of the City’s current Target Neighborhood Improvement Program, and the addition of first-time homebuyer and emergency shelter grant programs.
Activities and goals for subsequent fiscal years will include:
· Restructuring the Target Neighborhood Improvement Program to address single and multifamily residential rehabilitation.
· Work with the County of Orange to ensure that single family home improvement loans continue to be made within the city.
· Construction and preservation of affordable houses.
· Implement first-time homebuyer program.
· Design emergency shelter grant program.
· Merger of the city's two Redevelopment project areas.

PARKS AND RECREATION SERVICES DEPARTMENT |
MISSION STATEMENT
The Parks and Recreation Services Department is
dedicated to providing a healthy community through an integrated system of
Parks, Recreation, Cultural and Human Services Programs.
DESCRIPTION OF ACTIVITIES
The Parks and Recreation Services Department provides the residents of Stanton
an opportunity to Create, Play, and Educate themselves through a variety of
programs, activities, and events. Service programs include community services,
youth and adult services, center and park activities, and citywide special
events. Community services include extensive special interest classes and
workshops, field trips, a pre-school program, and a vast array of community
information and resource assistance through 2 recreation centers, 4 parks, 1
sports facility and one school-based program site. The youth and adult services
are provided through excursions, sports and special interest programs, athletic
leagues, day camps, holiday events, and a variety of special activities.
Other services within the Department include Older Adult programming, youth diversion programs including counseling and workshops and a variety of specialized activities for both youth and adults. The department also facilitates a 21 member collaborative providing services to the community by linking families to resources, services and support systems which enhance parenting skills, encourage self sufficiency, improve family health and welfare, and create opportunities for neighborhood leisure time.
